What kind of tool is required to remove the seat lock? Previous owner has cut off the fender and I am trying to replace it!

I believe a security torque can remove the lock mechanism mount.....but that doesn't get you into the lock or under the seat.

The right mirror is adjusted slightly where it shouldn't be. I think it coincides with the rear brake pedal being angle upward toward the outer tip....
